Bylaws and Policies
The Constitution of the Students' Union is the Post Secondary Learning Act of the Province of Alberta. Contained in this act are the fundamental rules that Students' Council must follow in exercising its power to govern the Students' Union.
In addition to the act, the Students' Union is governed and managed in accordance with rules set out chiefly in three places:
Bylaws
Bylaws are the primary legislation of the Students' Union and set out the basic legal structure and operational parameters of the Students' Union. Any internally created rule not in accordance with the bylaws is of no force and effect so far as there is a conflict. The bylaws are concerned with major governance issues such as the structure of the legislative, executive and judicial branches of the Students' Union as well as its finances. Elections, referenda, faculty associations and access to information are additional areas in which Council has legislation. Political Policies
Political policies are statements of principle set out by Students' Council that direct the SU and the Executive Committee in their advocacy efforts. They set out the formal position of the Students' Union on the political issues of the day. It then becomes the job of the Executive Committee to implement the political policies as they best see fit.
Operating Policies
Operating policies are regulations set out by the Executive Committee that govern the day-to-day operations of the Students' Union. Essentially, operating policies start where the bylaws of Students' Council end. They serve to provide direction to the SU bureaucracy in the execution of their respective roles.
In addition to these primary rulebooks, individual departments and services often have their own guidelines.
La Constitution de l’Union étudiante est l’Acte d’Enseignement Post-Secondaire de la province de l’Alberta. Cet acte contient les règles fondamentales que le conseil étudiant doit suivre quand il exerce son pouvoir de gouverner l’Union étudiante.
En plus de cet acte, l’Union étudiante est gouverné et gère selon les règles précisent en trois places pour la plupart:
Les règlements intérieurs sont la législation principale de l’Union étudiante et ils précisent le cadre juridique fondamentale et les paramètres opérationnels de l’Union étudiante. Pour autant qu’il n’ait pas de conflit, n’importe quelle règle créée en interne qui n’est pas conformé aux règlements intérieurs a du pouvoir et d’effet. Les règlements intérieurs concernent les questions de gouvernance telles que l’organisation de la législature, le pouvoir exécutif de l’Union étudiante, la branche judiciaire et le service financier. Par ailleurs, le conseil à la législation avec les élections, les référendums, les associations des facultés et l'accès à l'information. Le processus par lequel les règlements intérieurs sont modifiés est dans les Ordres Permanents du conseil étudiant.
Les politiques sont des déclarations de principe précisées par le conseil étudiant qui dirige l’Union étudiante et les membres de l'exécutif? avec ses campagnes de mobilisation. Ils précisent la position officielle de l’Union étudiante sur la question politique de la journée. Ensuite, il devient la responsabilité des membres de l'exécutif? de mettre en œuvre les politiques comme il le juge approprié.
Les politiques opérationnelles
Les politiques opérationnelles sont les règles précisent par les membres de l'exécutif? qui gouverne les opérations quotidiennes de l’Union étudiante. En gros, les politiques opérationnelles commencent où les règlements intérieurs du conseil étudiant s’arrêtent. Ils servent à fournir la direction de la bureaucratie de l’Union étudiante dans l’exécution de leurs rôles respectifs.
En plus de ces règles principales, les départements individuels et les services ont leurs propres directives souvent.
